Terms of Reference for The Political Confederacy (PC)
To assist the Confederacy of Nations members in the performance
of their political responsibilities and to provide advice and guidance
as required concerning such matters as policy, planning and priorities
among issues addressed by the Confederation of Nations / Chiefs
in Assembly.
To coordinate the policy development and initiatives of the various
mechanisms and to adopt measures to facilitate communications, cooperation,
exchange and disclosure of information and to ensure compliance
with political directives of the Confederacy of Nations / Chiefs
in Assembly.
To convene regular meetings with the heads of the various mechanisms
in order to provide for joint planning and direction as a further
measure for the coordination and monitoring of the progress of the
various mechanisms.
To oversee the dissemination of information to and from the First
Nations leadership in the Province.
To perform its mandate for setting policy, establishing priorities
and developing plans consistent with the political will and direction
of the Chiefs of Ontario as expressed from time-to-time by the Confederacy
of Nations and the annual assemblies of the Chiefs of Ontario.
In the exercise of its terms of reference, the Committee shall
function at all times as a unit.
Direction on specific issues is received through those resolutions
passed at the annual assemblies of the All Ontario Chiefs Conference,
and carried out by the Chiefs office in its capacity as a coordinating
body.
Mandate:
The mandate, composition and terms of the Ontario Confederacy of
Nations and the Political Confederacy was adopted by the Ontario
Chiefs in Assembly/1984 through Resolution 84/19 as outlined:
Composition:
Seven (7) representatives selected from the Confederacy of Nation,
plus the Regional Chief = eight (8) members
2 - Nishnawbe-Aski Nation
2 - Union of Ontario Indians
1 - Grand Council Treaty # 3
1 - Association of Iroquois & Allied Indians
1 - Independent First Nations
1 - Ontario Regional Chief (who acts as the Facilitator/Chairman)
Meetings:
The Political Confederacy acts as the executive arm to the Ontario
Confederacy of Nations and attempts to meet on a regular monthly
basis. The purpose of these meetings enable the leadership the opportunity
to review and address those issues confronting First Nations. The
issues come through those various forms of policies and legislation
passed by the federal and provincial governments which do not take
into consideration the rights of First Nations. The PC come together
to develop strategic plans of action based on a consolidated approach
to address those concerns.
Selection of Members:
Each respective area will select its own representative ie: Chiefs,
Councillors, Association, Grand Chiefs, Tribal Chairman, etc. |
