The Chiefs of Ontario maintains its position opposing the Nault
Governance Initiative in accordance with Resolutions 02/01 and 01/40.
The “Penultimate Work Plan” is inconsistent with Halifax
Resolution #12 on the Nault Initiative.
- Halifax Resolution calls for a National Assembly if the AFN
Proposal on Governance is rejected.
- The AFN Proposal (attached) was submitted to the Minister on
September 7, 2001. The Proposal was rejected by the Minister on
September 20, 2001.
- This should have led to an Assembly, and resistance, in accordance
with the Resolution. Instead, the BC Region and INAC prepared
a new work plan. This work plan provides for the immediate implementation
of the Nault Initiative.
- The Penultimate Work Plan was drafted primarily by INAC officials
with input from BC Region only.
- The Penultimate Draft is inconsistent with the Halifax Resolution.
The Confederacy of Nations does not have the authority to override
the AFN Assembly Resolution of July 2001, and approve the so-called
“Penultimate Work Plan”.
- Chiefs from across Canada are strongly encouraged to attend
the AFN Confederacy in Ottawa (December 4 – 6, 2001) to
ensure that the spirit and intent of the Halifax Resolution are
honored. The Minister of Indian Affairs, the Honorable Robert
Nault, has committed to attend on December 4, 2001.
