The Chiefs of Ontario maintains its position opposing the Nault
Governance Initiative in accordance with Resolutions 02/01 and 01/40.
- The Nault Initiative and the so-called “Penultimate Work
Plan” are not consistent with the Rights Based Agenda. They
call for the immediate implementation of Indian Act amendments.
- The Nault Initiative was rejected by Halifax Resolution #12.
The “Penultimate Work Plan” should be reviewed by
the Confederacy and deferred to a Special Assembly for approval.
- INAC Minister Nault and certain members of the AFN Executive
are putting pressure on the AFN to issue a joint announcement
approving the Penultimate Work Plan before the Confederacy. Such
an announcement would undermine the authority of the Confederacy
and Assembly.
- The Ontario Regional Chief on behalf of the Political Confederacy
conveyed a strong objecting message to the proposed joint announcement,
stating the decision should be up to the Chiefs.
- The Minister committed to attend the Confederacy on December
4. He may break that commitment if there is no joint announcement
before the Confederacy. It would appear that the Minister is not
prepared to meet with the Chiefs, to be accountable, and defend
his package. This may imply that he only wants to meet if there
is a deal in place.
