On November 5, 2013, the Harper Conservative government introduced Bill C-10, a Proposed Act to Amend the Criminal Code (Trafficking in Contraband Tobacco). It was previously introduced as Bill S-16 in the 1st Session of the 41st Parliament but died on the Order Paper when Parliament was prorogued on September 13, 2013.
